The procedure for registration and management of personal files of military personnel (in particular, officers) is regulated by the Order of the Minister of Defense of the USSR No. 0200 "On the introduction of instructions on accounting for personnel of the Soviet Army and Navy" of 01.11.1982 (with subsequent amendments and additions).
Clause 5 of Article 2 of the Federal Law of the Russian Federation "On the Status of Military Personnel" No. 76-FZ of May 27, 1998 provides that family members of military personnel, citizens dismissed from military service, who are subject to benefits (meaning benefits, guarantees and compensations provided for family members of military personnel, stipulated by federal law). guarantees and compensations, unless otherwise provided by this Federal Law, federal laws and other regulatory legal acts of the Russian Federation, include::
- spouse (s);
- minor children;
- children over the age of 18 who have become disabled before they reach the age of 18;
- children under the age of 23 who study in full-time educational institutions;
- persons who are dependent on military personnel.
In order to enter information about family members in his personal file, a serviceman, in accordance with the procedure determined by general military regulations, applies with a written report addressed to the command, in which he sets out his request to enter the relevant data in his personal file in accordance with the aforementioned order of the Minister of Defense of the USSR No. 0200 of 1982. At the same time, if, for example, it is a question of entering in the personal file information about the military serviceman's parents who are disabled by age or for other reasons, or other relatives who are dependent on him, the military serviceman must provide documents confirming the fact of dependency.
